Everton (@Everton) 12 July 2017 But the pick of the season for The Toffees has been the 300m Sunderland goalkeeper Jordan Pickford who has been impressive for a struggling club over past couple of years Clearly the impressive business in transfer window made Rooney’s mind to finally make a return to the club where he started his career It has certainly put rival clubs at unease Former Everton legend Alan Stubbs in an interview said derby rivals Liverpool are getting jealous of Everton’s summer business He might not be wrong According to ESPN reports Liverpool faithful are getting anxious about Everton’s spending spree while the Scousers have only made one big signing in the form of Roma’s Mohammad Salah Koeman’s vision to take Everton to top four in the Premiere League has perhaps prompted the club to swindle big bucks for talented players The side has faced financial crisis for many years but the old days are gone and majority shareholder Farhad Moshiri is keen to challenge the established top-flight order in Premiere League “Everybody knows that there was one really big reason for me to sign one year ago for Everton It was all about this project and I think the club is showing that ambition that everybody likes to have and they are really great exciting times for Everton Football Club” Koeman said in a recent interview In spite of the optimism shown by the club last season Koeman struggled with his main striker Lukaku who became frustrated with the club for lack of trophies and not having a depth of squad After signing for United Lukaku said “I want to challenge for trophies and be in the dressing room with great players but also great characters It is something that I wanted and it is going to help me to get better” Koeman knows he cannot afford to have another frustrated striker at his disposal and needs players with winning mentality in his squad The manager is still going all out to sign Arsenal’s Olivier Giroud and Swansea City’s Gylfi Sigurdsson to further put the top clubs on notice Leicester City’s Thomas Gray and Crystal Palace’s Christian Benteke are also on Koeman’s radar The Everton manager has strategically targeted either top players from struggling clubs or players vying for first team opportunities The strategy has certainly worked so far in his favour with Rooney Pickford and Keane all signing for Everton With Gunners already signing Alexandre Lacazette Giroud’s spot in the team looks questionable and he would not mind making a switch to Merseyside In spite of Swansea trying their all to keep Sigurdsson in the squad by putting a 50 million price tag on him the Welsh club may not stop the transfer from happening if the Iceland player wishes to move away from a club that was almost relegated the previous season The strength of Everton’s final squad still needs to be assessed with still over a month left for the transfer window to shut down But with promising business this summer the side that ended at 7th position last season just below Manchester United may take a flight up to top of the table this season- and who knows may end up writing another “Leicester City” style fairy tale by winning the Premiere League trophy For all the latest Sports News download Indian Express App IE Online Media Services Pvt Ltd More Related NewsBy: IANS | Kolkata | Published: July 11 2017 12:38 pm Vikram International Women’s Day It has been conclusively proven human development takes place only in those countries where women have been made equal partners in planning budgeting and implementation of diverse schemes India too has been influenced by this Many states have made reservations for women in local government police and government departments Slowly the number of women and their visibility are increasing The police department too has been a beneficiary of this trend Within the police women who initially focused on issues related only to women and children are now taking on investigation of serious offences Many have investigated sensitive cases withstood the gruelling cross examination of defence advocates and secured convictions Yet their plight needs a comprehensive intervention A recent study undertaken by the Centre for Police Research (CPR) Pune shows women in police do not find the police department to be gender-friendly The study which spanned urban and rural police stations of Maharashtra analysed the responses of women police officers on four counts — work environment gender respect gender equality and cooperation Women police officers have predictably lamented the lack of basic facilities like toilets changing rooms and restrooms in police stations They have mentioned the lack of respect from male colleagues as a strong de-motivator Being assigned only specific duties has limited their horizons and hindered their professional growth But the police station culture is yet to appreciate this need for growth and is comfortable in assigning them “soft” postings and routine tasks like reception desks wireless or computer duties A heartening feature of the study is that about 50 per cent of the women officers appreciate the cooperation they get from their male colleagues It appears that the number of colleagues/ batchmates as against seniors and juniors ready to cooperate is increasing According to the study officers admit attitudinal changes are needed much more than short training courses They understand that both the physical and the cultural atmosphere of a police station need a drastic overhaul Many senior officers opined that an increase in the number of women officers will prove to be the tipping point As a society should we wait for that “point” or take concrete steps to tip the scale We expect the police to help women in distress but are they responding to their own in uniform Officers also talked about the need to develop their own leadership skills This is indeed a very good sign and shows they take their careers seriously and are ambitious For their part the government and police leadership need to earmark a separate budget for basic infrastructure for women in the police For one work shifts need to be 8 hours instead of 12 Moreover society still expects them to be homemakers a conflict that creates tremendous stress for them That’s why society must be sensitive to their needs For instance maternity leave should be for a minimum six months Other measures include a two-year childcare leave once in a career special uniform during pregnancy restrictions on night duties provision of housing near the place of posting when children are young Additionally the recommendations of the seventh national conference of the Bureau of Police Research and Development held in January need urgent implementation Society as well as the police leadership have accepted that women in the police have a significant role Field-level officers are expected to follow suit and create a gender-friendly atmosphere There’s a time lag in the message reaching the ranks Therefore the CPR study has concluded there’s a lack of gender friendliness at police stations for women in uniform If women in distress approach police stations to get justice and are expected to be well attended to the first step is to ensure that the basic issues of the women in uniform are addressed The writer is DG legal and technical Maharashtra and principal researcher of the CPR study mentioned in the article For all the latest Opinion News download Indian Express App More Related NewsMaharashtra has seen a substantial improvement in its conviction rate over the years data recently released by the government has suggested The conviction rate for crimes under the Indian Penal Code has risen from 1114 percent in 2007 to 3431 percent in 2016 according to the ‘Crime in Maharashtra 2016’ report The report has been published by the state Criminal Investigation Department (CID) The conviction rate with respect to crimes against women however remains much lower than average Only 196 percent of rape cases ended with the accused being held guilty while the corresponding figure for molestation was even lower at 1676 percent in 2016 the data reveals File image of Maharashtra police AFP Another worrying statistic is the low percentage—607—of trials which were completed in 2016 This is only a marginal increase from 2007 (536 percent)and is actually a decrease from last year’s (697 percent) Part of the problem is the low judge-population ratio in the state The sanctioned strength of judges in Maharashtra in the year 2015 was 2251 while the number of judges actually working was 1917 The required sanctioned strength according to an analysis in a Supreme Court report was as much as 3633 This strength according to the report would clear the backlog of cases and put the judicial system in equilibrium in a period of one to three years Out of the 99898 cases in which the trial was completed 15847 or 1586 percent of the trials had lasted for five years or more Several other striking facts have come out in the recently-released report of the Maharashtra government For instance the data reveals that Mumbai city alone accounts for 9668 percent crimes under the Narcotic Drugs and Psychotropic Substances (NDPS) Act The NDPS Act of 1985 deals with a wide array of drug-related offences from possession to trafficking In the latest chart Mumbai was followed by Navi Mumbai Thane Pune Nagpur Aurangabad and Amaravati Further Maharashtra registered zero cases under the Manual Scavengers and Construction of Dry Latrines Act 1993 in 2014 and 2015 Under the Act the practice of manually cleaning human excreta from dry latrines and sewers is prohibited and financial penalties and imprisonment up to one year are laid down for employing manual scavengers As per the 2011 socio-economic and caste census Maharashtra had 65181 such workers The state registered only one case under the Pre-Natal Diagnostic Techniques Act under which medical practitioners are prohibited from disclosing the sex of a foetus However Maharashtra saw a sex ratio of 924 girls per 1000 boys at birth in 2015-16 according to the National Family Health
