Dr. Fenton Ferguson, says the Ministry is seriously addressing the findings of an assessment of the national health information system, and is applying the attention and resources to secure improvements in a realistic and carefully planned manner.            He was speaking at the third annual National Health Research Conference at the Jamaica Pegasus Hotel in New Kingston on November 22.             The assessment, carried out in collaboration with the Pan American Health Organization (PAHO),  indicated that there is need to improve the Information and Communication Technologies (ICT) infrastructure, policy and legislative frameworks, related human and financial resources, and overall data management.             “We have secured funding from the World Bank to develop a national strategic plan for national health information systems strengthening and modernization, and we continue to conduct activities to improve the existing paper-based system in preparation for the design and establishment of electronic health records,” Dr. Ferguson stated. He said that attention is also being given to the information governance requirements for the electronic health records, with specific attention to security, privacy and confidentiality.  Turning to HIV/AIDS, the Health Minister told the gathering of local and regional stakeholders that measures to combat the disease are contained within the overall policy initiatives that the Jamaican Government is pursuing, to create an all-embracing health system based on quality care. He said the focus is on providing efficient and effective primary health care characterised by increased community participation; development of a modern health information and communication infrastructure; the integration of services for a seamless referral of patients between the primary and secondary levels; provision of adequate diagnostic,  laboratory and pharmaceutical services; renewal of the ‘health team’ approach to health care delivery; and the necessary logistic and administrative support. The goal, he said, is to bring health services closer to the community. The Minister informed that in the current financial year, the Government has initiated the establishment of four centres of excellence at the primary care level, one in each of the four regional health authorities, through $100 million in funding from the National Health Fund (NHF). “The focus reflects the changes in Jamaica’s morbidity profile over the last 50 years from a preponderance of communicable diseases to non-communicable diseases; economic factors whereby the unit cost for treatment at the primary level is significantly lower than at the secondary or hospital level; and the available epidemiological evidence. This administration’s commits to providing universal access at the primary level of care,” he stated.  The conference was hosted by the Ministry in collaboration with PAHO, the Caribbean Health Research Council, and Population Services International (Caribbean), under the theme: ‘Health Systems Strengthening and HIV/AIDS’. It sought to share the findings of health studies by the Ministry and other institutions and individuals in the island; stimulate greater interest in health research particularly in the public sector; and bring cohesiveness to health research by facilitating discussion and presentations that focus on national and regional health research priorities, partnerships and funding. If they exceed the allowance then they would be charged extra.The change in stance will be welcomed by operators which have fought hard against roaming proposals in recent years.However the proposal is only a draft which will be subject to much discussion over the coming months.The next European Commission under the leadership of Jean-Claude Juncker starts in November. Juncker has made the digital economy a key priority.The Italian paper also has proposals for spectrum licences to operate on a long-term basis, another proposal that is likely to be welcomed by operators.The draft said: “All new rights of use of spectrum in bands… shall be granted with a minimum duration of 25 years, and in any case for a duration appropriate to incentivise investment and competition. Member states may grant rights of use of indefinite duration.”And a separate report by Reuters said the Italian paper rows back on previous proposals by outgoing EC digital chief Neelie Kroes on spectrum.Kroes proposed a greater role for the Commission in the timing of spectrum auctions in a member states. But the latest draft limits the Commission’s power in this area, as it would only propose a timetable for auctions with ultimate decision still taken by national regulators. Safe to say he’s used to pressure and to meeting those expectations.But a seemingly sweet and innocent tweet from Dale Earnhardt Jr. on Tuesday led to Harvick admitting that even he sometimes feels the burden to do well for others.Specifically, for Mammaw.Martha (Mammaw) Earnhardt, Dale Jr.’s grandmother and the mother of Dale Earnhardt, visited Junior’s newborn daughter, Isla, and happened to mention that she still watches every Monster Energy Series race and still pulls for Harvick, who drove for Richard Childress Racing in the renumbered No. 29 car after Earnhardt was killed in a 2001 wreck in the Daytona 500. World Chess Championships: Draw takes battle down to the wire

first_imgViswanathan Anand achieved his prime objective of a draw with black pieces in the penultimate game and in the process also made Boris Gelfand sweat under time pressure in the 11th game of the World Chess Championships at the Tretyakov Gallery.The score now stands tied at 5 points each as the match heads into the 12th and final game, where the defending champion has the advantage of white pieces. Anand offered the draw in 24 moves and the match had lasted a little under two and three quarters of an hour, with Gelfand having used up an hour and 47 minutes of that.Anand not only unleashed a very rarely played move on the eighth 8… Bd7 which sent Gelfand into a problem with the clock, but later on the Indian also had a novelty Bc3 on the 11th.As the match headed towards a climax, and this being the weekend, a huge crowd turned up for the match and it spilled over outside the main hall.Two years ago in a match that put Anand under a great deal of pressure off the board, too, the Indian had successfully defended his world title by winning the 12th and final game with black pieces. This time around he has white.Considering Anand’s reputation in shorter formats, he may start as the favourite in the tiebreaker, involving rapids and maybe even Blitz games. Both players refused to be drawn into that discussion though Gelfand with a smile, said, “Vishy is the best player in all formats and that’s why he has been the world champion for so many years.”advertisementAnand admitted that he had played some Blitz games but those were not as a preparation specifically for this, and it was more routine while trying a few games. He also admitted that the thought did cross his mind, but felt that there was time (a rest day) before the tie-breaker, if it came to that.Gelfand with white pieces might have hoped to put Anand under some pressure, as he had with white in the past in this match. But this time Anand surprised him first with an eighth move that has been very rarely played. It left Gelfand thinking for more than 35 minutes, putting him under severe time strain, which may have also thwarted any thoughts he may have had of trying to play for a win.The win was never there, unless Anand made a mistake, which he indicated he was not going to in this crucial game. Despite having almost 50 minutes more on the clock, Anand realised that there really was no way black could play for a win unless Gelfand made a serious error. So, the Indian offered a draw after 24 moves and Gelfand, who then had only 13 minutes left on the clock – as against Anand’s 64 minutes – accepted the truce and sent the match into the 12th and final game.In the past, Anand has lost to Anatoly Karpov in the rapids in the 1998 title match in Lausanne and Vladimir Kramnik beat Topalov in the tie-breaker in 2006.Gelfand played white for one last time in the scheduled 12-game series.
